The main requirement for this airport building is that of a unitary, flexible structure, designed to fulfil operations related to transportation of the army troops through the Mihail Kogalniceanu military base. Also, this facility serves for transferring military equipment from trains to cargo airplanes. The project is a permanent structure, which combines temporary functions and open storage areas in the aerodrome's proximity.

The repetitive modular structure creates an open space that hosts three main areas of the building: the area for passengers and offices, the exterior sheltered area and the area for receiving and delivering goods.
